Network of Parliamentary Budget Officials and Independent Fiscal Institutions (PBO Network)

The PBO Network focuses on improving parliamentary oversight of the budget process and supporting the evolving role of Independent Fiscal Institutions (IFIs). Officials from parliaments and IFIs debate substantive budgeting issues, share practical experiences on working methods and identify good practices. The PBO Network is Chaired by Mark Hadley, Chief Operating Officer, Congressional Budget Office (United States).

This database describes key features of 36 national and subnational IFIs and the European Fiscal Board across OECD countries and Brazil. It covers topics such as context for establishment, legislative basis, relationship with the legislature, independence, leadership,  resources, mandate and functions, access to information, and evaluation.

This database provides information on national parliamentary budgeting practices from 34 OECD countries. The Database covers features such as; fiscal responsibility and sustainability, the role of lower and upper houses in budget oversight, committee work and powers, analytical support, and audit.

Good Practices

Recommendation on Principles for IFIs

The OECD Council adopted the Principles in 2014 to provide guidance on issues to consider in the design and governance of IFIs (independent parliamentary budget offices or fiscal councils) and to  codify lessons learned and good practices.
