The draft Recommendation on Governance of Infrastructure was open for public consultation and available from 10 February to 02 March 2020 as an online survey.

The OECD has worked on the issue of infrastructure governance for over 15 years. Throughout its relevant subsidiary bodies, the PGC has developed substantive evidence based analysis and policy recommendations on infrastructure governance. In particular, the Network of Infrastructure and PPP Senior Officials has been refining the shared international understanding of this topic for over 13 years. It supports governments on getting infrastructure right, by providing good practices based on Members and Partners’ experiences.                                                                                                                                                            


The draft Recommendation of the Council on the Governance of Infrastructure builds up on the previous work done on the OECD Framework for the Governance of Infrastructure. Since its conception 5 years ago, the Framework has been recognised by governments and international organisations as the main policy framework to ensure that countries invest in the right projects, in a way that is cost effective, affordable and trusted by investors, users and citizens. The draft Recommendation develops the ten pillars initially conceived in the Framework into more comprehensive policy recommendations, which aim to provide a right balance between concrete policy tools and broad policy objectives:

The draft Recommendation of the Council on the Governance of Infrastructure has been elaborated by the OECD’s Public Governance Committee, through its Network of Infrastructure and PPP Senior Officials and is being circulated publicly for consultation. The aim of the consultation is to reach government officials, civil society organisations, international organisations and interested citizens from all over the world in order to ensure that the final text of the Recommendation reflects the experience, needs and aspirations of the global infrastructure governance community at large.  The draft Recommendation will be circulated publicly for consultation until 2 March 2020.   The draft Recommendation is still a work in progress at the OECD and its contents may be subject to modifications, including those that arise from comments received through the public consultation, until its possible adoption by the OECD Council. We welcome your comments, suggestions and constructive input to increase the relevance and impact of the ‌final output of this work. Responses will be analysed and the OECD may publish them, but only in an aggregated and anonymous manner. Information on the respondents (i.e. country of residence, profession, etc.) will be collected by the OECD for statistical purposes only.

What are OECD Recommendations and how are they used?

Recommendations are adopted by the OECD’s governing body, the Council, and result from the substantive work carried out in the Organisation’s committees and their subsidiary bodies. Recommendations generally contain high-level policy directions based on agreed good practices and aspirational goals, and serve to highlight the importance of specific work areas in the context of broader international policy-making. They are not legally binding, but practice accords them great moral force as representing the political will of Members and non-Members having adhered to them (Adherents), on whom there is an expectation to work towards implementing them. This particular draft Recommendation was developed by the OECD's Network of Infrastructure and PPP Senior Officials of the Public Governance Committee (PGC). To date, there is only one OECD Recommendation related to the infrastructure governance topic, which is the Recommendation of the Council on the Principles of Public-Private Partnerships. If adopted by the Council, the proposed draft Recommendation on the Governance of Infrastructure will form the basis for OECD reviews, for the development of performance indicators, as well as for the design of a publicly available Toolkit that Adherents would use to help them implement the draft Recommendation. The PGC would also report on progress to the Council periodically.



What does the Draft Recommendation mean by "Governance of Infrastructure"?  

Process for development and approval of the Recommendation

The term "Governance of Infrastructure” is used throughout the draft Recommendation. The draft Recommendation defines governance of infrastructure as the processes, tools, and norms used by government bodies to plan, make decisions and monitor the delivery and maintenance of public infrastructure.  

The draft that you are commenting on today has taken over a year to prepare! Delegates of the Network of Infrastructure and PPP Senior Officials were heavily involved, through workshops, official meetings in providing inputs and written comments. Delegates of the Public Governance Committee and its relevant sub-bodies, as well as delegates from the as well as the Regulatory Policy Committee (RPC), its Network of Economic Regulators (NER) and other relevant bodies across the OECD provided additional comments. The OECD is strongly encouraging that countries also hold consultation processes of their own to gather further inputs.

Input collected during the public consultation will be taken into account in the further development of the draft Recommendation. Ultimately, the draft Recommendation will require the approval of the Public Governance Committee, after which it would be presented to the OECD Council for adoption.
