International development co-operation is an integral component of Peru’s foreign policy. Peru is both a provider of technical co-operation through South-South and triangular co-operation and a recipient of official development assistance (ODA). Peru’s bilateral co-operation is focused on sharing the country’s strengths, capacities and knowledge for mutual benefit and learning, mainly with countries in Latin America and the Caribbean, with a clear aspiration to expand its co-operation to other regions.

Policy
Copy link to PolicyPeru’s international development co-operation is guided by the 2030 Agenda, the Second High-level United Nations Conference on South-South Cooperation (BAPA +40) commitments, and its aspiration to join the OECD. Peru’s international development co-operation is aligned with its foreign policy objectives and the National Policy for International Technical Cooperation to 2030 (PNCTI), as established under Decree No. 008-2023-RE. This document outlines the following sectoral priority areas for Peru’s development co-operation: social development, governance and democracy, economic development, and environmental conservation. Peru has also developed a Technical Cooperation Offer Catalogue for the period 2025-2026, which provides an overview of its technical expertise across eight specific sectors.
On the multilateral front, Peru has gradually strengthened its co-operation with the Asia-Pacific region over the last few years, for example by hosting the Asia-Pacific Economic Cooperation (APEC) Forum for the third time in 2024. Beyond APEC, Peru plays an active role in regional integration initiatives, notably as a founding member of the Pacific Alliance, a Latin American integration bloc oriented towards deepening economic ties with the Asia-Pacific region.

Copy link to Peruvian Marine Research Institute’s capacity-building initiative on selective fishing proceduresThe Peruvian Marine Research Institute (IMARPE) is a specialised technical agency under the Ministry of Production of Peru responsible for research on the Peruvian sea and its marine resources. The institute supports the sustainable management of fisheries and the conservation of marine ecosystems.
IMARPE promotes capacity-building initiatives with other countries on selective fishing procedures to support sustainable fisheries by strengthening technical skills and encouraging the adoption of innovative practices. For 2024-2025, the “Sustainable Strengthening Project for the Implementation of Selective and Ecosystem-Friendly Fishing Procedures and Methods” is supporting professionals, technicians, fishers and other key actors in the fisheries sector in Costa Rica. The initiative provides training and technical guidance to improve the adoption of selective fishing techniques and contributes to the sustainable management of marine resources in the country.

Peru’s support to sustainable development
Copy link to Peru’s support to sustainable developmentPeru is a member of the International Forum on Total Official Support for Sustainable Development (TOSSD). As a provider of South-South co-operation, Peru reported on TOSSD for the first time in 2022 on a pilot basis. In 2025, Peru participated in the regular reporting process on 2024 activities.
Peru reported 139 activities (USD 20.2 million) in support of sustainable development in 2024, 66 of which (USD 2.1 million) were cross-border support to TOSSD recipients and 73 (USD 18.1 million) were regional and global expenditures for sustainable development.

Copy link to Geographic allocationIn 2024, 91 activities (65%) of the support provided by Peru were cross-border resources to TOSSD recipients. In total, Peru’s cross-border support benefited 14 countries, all of them in Latin America and the Caribbean. Colombia, El Salvador, the Plurinational State of Bolivia and Chile were the main partners of Peruvian co-operation, by number of activities.

Copy link to Sectoral distributionIn 2024, nearly half (47%) of Peru’s cross-border resources targeted social infrastructure and services in TOSSD recipients in activity terms. Support in this area primarily focused on government and civil society (35% of all activities), mainly in public sector policy and administrative management. About 18% of Peru’s cross-border South-South co-operation activities targeted production sectors in TOSSD recipients, mainly focused on support to agriculture, forestry and fishing (9%).

Almost all this support was contributions to the general budget of multilateral institutions (core contributions, both assessed and voluntary).
Triangular co-operation

The sectors of its triangular co‑operation were government and civil society; water supply and sanitation; and industry, mining and construction. Peru carried out four triangular co-operation activities in 2024.

Institutional set-up
Copy link to Institutional set-upThe two main institutions involved in Peru's international development co-operation are the Ministry of Foreign Affairs and the Peruvian Agency for International Cooperation (APCI). The Ministry of Foreign Affairs has the mandate to formulate, plan, direct, co-ordinate and supervise national policies on international co‑operation. It is also the governing body of the National Decentralized System of International Technical Co-operation (SINDCINR), a co-ordination framework that brings together public institutions across all branches of government and civil society organisations involved in international co‑operation, with the aim of co-ordinating non-refundable international co-operation. APCI is a public agency attached to the Ministry of Foreign Affairs and its functions are defined by Law 27692. It is responsible for programming and organising international co‑operation received by Peru, contributing to the co-ordination and facilitation of co-operation from official bilateral and multilateral sources. APCI manages and finances the Peruvian Offer of International Technical Cooperation to partner countries through South-South co-operation. It also holds the Executive Secretariat of the SINDCINR.

On 25 January 2022, the OECD Council decided to open accession discussions with Peru and on 10 June 2022 adopted a Roadmap for the OECD Accession of Peru. Since 2018, Peru has been implementing an Action Plan to support its reform agenda, drawing on OECD legal instruments, bodies and evidence-based analysis. In June 2023, Peru submitted its Initial Memorandum and is advancing in its accession process.
Peru is an Adherent to the OECD Recommendation of the Council for Development Co-operation Actors on Managing the Risk of Corruption, the Paris Declaration on Aid Effectiveness, and the OECD Recommendation of the Council on Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas. Peru virtually hosted and co-chaired the third LAC-DAC Dialogue on Development Co-operation in 2021, participated in the first Latin American and Caribbean (LAC) Regional Programme Dialogue on Development Co-operation in 2024, and in the 2025 LAC-DAC Co-Lab series on Reducing Poverty and Inequalities and Multidimensional Metrics for Development. Peru participated in the DAC High Level Meetings in 2023 and 2025.
In October 2026, Peru will be hosting the 3rd General Assembly Meeting and the Steering Group Meeting of the International TOSSD Forum.
