International development co-operation is a dedicated component of Peru’s foreign policy. As an upper middle-income country, it is both a provider of technical co-operation through South-South and triangular co-operation and a recipient of official development assistance (ODA). Peru aims to strengthen the effectiveness of co-operation and promote partnership mechanisms with different development actors. It encourages a development model based on a multidimensional approach, beyond the criterion of per capita income, while recognising developing countries’ differentiated capacities and vulnerabilities.

Policy
Copy link to PolicyPeru’s international development co-operation is aligned with its wider foreign policy priorities, the Sustainable Development Goals (SDGs), the 2030 Agenda, the Second High-level United Nations Conference on South-South Cooperation (BAPA +40) commitments and its aspiration to join the OECD. Peru’s development co-operation is guided by the National Policy for International Technical Cooperation (PNCTI al 2030). This document outlines the following sectoral priority areas for Peru’s development co-operation: social development, governance and democracy, economic development, and environmental conservation. It also contains three cross-cutting thematic areas: 1) gender equality; 2) disability; and 3) interculturality.
Peru’s development co-operation is focused on sharing the country’s strengths, capacities and knowledge for mutual benefit and learning through South-South and triangular co-operation, mainly with countries in Latin America and the Caribbean, with a clear aspiration to expand its co-operation to other regions. For example, Peru has strengthened its technical development co-operation in Asia-Pacific through its role in the Asia-Pacific Economic Cooperation Forum, hosting the forum for the third time in 2024.

Copy link to Peru’s efforts to strengthen the comprehensive management system of forest reserves in the district of Santiago de Cali, ColombiaSince 2022, a co-operation project between Peru and Colombia has helped the Administrative Department of Environmental Management (DAGMA) of the city of Santiago de Cali, Colombia, to apply Peru’s Agency for the Supervision of Forest Resources and Wildlife’s “forest backpack” methodology. The purpose of the activity is to raise awareness among local and indigenous communities about the ecological structure and biodiversity of Santiago de Cali by sharing technical and regulatory information regarding the local biodiversity, flora and fauna, and the guidelines established by the environmental authority for protecting them.
Through Peru’s technical co-operation, Colombian specialists have been trained on the methodology and then adapt it to the ecological reality of Santiago de Cali. The training included elaborating graphical representations and comprehensive narratives on topics related to local biodiversity. In total, the population of 22 communities and 15 villages in both urban and rural settings have benefited from this co-operation. DAGMA will use the methodology to develop activities on other topics related to the protection and conservation of the ecological structure of Santiago de Cali, thereby further contributing to the 2030 Agenda and the Sustainable Development Goals.

Peru’s support to sustainable development
Copy link to Peru’s support to sustainable developmentPeru reported on Total Official Support to Sustainable Development (TOSSD) for the first time in 2022 on a pilot basis. In 2024, Peru participated in the regular reporting process on 2023 activities.
Peru reported 201 activities (USD 19.5 million) in support of sustainable development in 2023, of which 110 activities (USD 400 thousand) were cross-border support to TOSSD recipients and 91 activities (USD 19.1 million) were regional and global expenditures for sustainable development.

Copy link to Geographic allocationIn 2023, 91 activities (83%) of Peru’s cross-border resources to TOSSD recipients were allocated by country or region. In total, Peru’s cross-border support benefited 13 countries, all of them in Latin America and the Caribbean. Chile, Ecuador, Colombia and the Plurinational State of Bolivia were the main partners of Peruvian co-operation, by number of activities.

Copy link to Sectoral distributionIn 2023, nearly half (48%) of Peru’s cross-border resources targeted production sectors in TOSSD recipients in activity terms. Support in this area primarily focused on agriculture, forestry and fishing (34% of all activities), mainly in agricultural research and agricultural water resources. A total of 34% of Peru’s South-South co-operation activities targeted social infrastructure and services in TOSSD recipients, mainly focused on support to government and civil society (20%).
Regional and global expenditures in support of sustainable development (Pillar 2)
Copy link to Regional and global expenditures in support of sustainable development (Pillar 2)In 2023, Peru extended USD 19.1 million in support of international public goods, development enablers and global challenges, accounting for 98% of its TOSSD. Almost all of this support was contributions to the general budget of multilateral institutions (core contributions, both assessed and voluntary).
Triangular co-operation
Copy link to Triangular co-operationIn 2023, Peru engaged in triangular co-operation with Bolivia, Chile, Colombia, Ecuador, El Salvador, Honduras and Uruguay.
The main sectors of its triangular co‑operation were trade policies and regulations and water supply and sanitation. Peru carried out ten triangular co-operation activities in 2023.

Institutional set-up
Copy link to Institutional set-upPeru’s international co-operation is included in the mandate of the Ministry of Foreign Affairs, whose function is to formulate, plan, direct, co-ordinate and supervise national policies on international co‑operation. The Peruvian Agency for International Cooperation (APCI), a public body attached to the Ministry of Foreign Affairs, is responsible for programming and organising international co‑operation received by Peru, contributing to the co-ordination and facilitation of co-operation from official bilateral and multilateral sources, as well as the technical co‑operation that Peru provides to partner countries through South-South co-operation.

On 25 January 2022, the OECD Council decided to open accession discussions with Peru, and on 10 June 2022, adopted a Roadmap for the OECD Accession of Peru. Since 2018, Peru has been implementing an Action Plan to support its reform agenda, drawing on OECD legal instruments, bodies and evidence-based analysis. In June 2023, Peru submitted its Initial Memorandum and is advancing in its accession process.
Peru is an Adherent to the OECD Recommendation of the Council for Development Co-operation Actors on Managing the Risk of Corruption and the Paris Declaration on Aid Effectiveness.
Peru virtually hosted and co-chaired the third LAC-DAC Dialogue on Development Co-operation in 2021, and participated in the first Latin American and Caribbean (LAC) Regional Programme Dialogue on Development Co-operation in 2024. Peru participated in the DAC High Level Meetings in 2023 and 2025.
