Triangular co-operation involves a beneficiary partner seeking support to tackle a development challenge; an experienced pivotal partner ready to share its knowledge; and a facilitating partner supporting their collaboration. OECD data, analysis, tools and advice help governments and other stakeholders engage in effective triangular partnerships for sustainable development.
Triangular partnerships foster trust, mutual learning, knowledge sharing, technical diplomacy and innovative ways to achieve the Sustainable Development Goals (SDGs) among a wide range of actors.
Success thus relies on those actors’ shared understanding of new, often sophisticated mechanisms. To that end, the OECD and the Government of Portugal have been facilitating mutual learning among key stakeholders at regular international meetings.
Most development co-operation systems are geared towards traditional bilateral and multilateral co-operation. Engaging into successful triangular co-operation requires that they change their mindset, away from “donor-recipient” projects towards investment in strong, horizontal partnerships with different types of actors.
The OECD supports the triangular co-operation initiatives of DAC members and their partners with various resources, including e-learning modules and communication tools.
Over 2019-2022, the Americas received one third of the global resources provided through triangular co-operation. The second largest recipient region was Africa, followed by Asia-Pacific. Multi-regional projects accounted from approximately one quarter of reported disbursements.
Triangular co-operation covers a wide range of areas. Since data collection started, triangular co-operation has been mostly used to strengthen governments and civil society, protect the environment, and provide health care and education.
