This assessment report explores the innovative capacity of Estonia’s public sector. It looks at how innovation can be better supported to achieve the goals of the State Plan 2028–2034, particularly doubling productivity via the Eesti.ai programme and fortifying national resilience. It analyses the drivers and structural challenges within Estonia’s public sector innovation system, including fragmentation, funding constraints, and risk-averse procurement. Using the OECD Innovative Capacity Framework, the report examines Estonia’s performance across its administration and provides strategic policy recommendations to transition the public sector from an accidental innovator to a systemic accelerator.
