This report explores how public communication is evolving in an age where algorithms are reshaping the way institutions connect with citizens. Drawing on the 2025 OECD Survey of Government Communicators and comparative country experiences, it examines how public communication can adapt to the demands of a rapidly evolving information ecosystem and meet its potential as a lever for policy impact. The report takes stock of the digital disruption reshaping how societies connect, analyses the changing rules of institutions’ online presence, assesses the emerging applications of artificial intelligence in public communication, and sets out a roadmap for reform that strengthens both advanced capabilities and foundational practices.
