05/03/2026 – The Global Forum on Transparency and Exchange of Information for Tax Purposes (Global Forum) expanded its support to countries and jurisdictions to record highs in 2025, boosting its members’ efforts to fight tax evasion, improve tax systems and mobilise domestic resources, according to a new report published today.
The 2026 Global Forum Capacity-Building Report shows how the 172 members of the Global Forum are working together to advance, implement and make effective use of the international tax transparency standards. With more than 20 000 tax officials trained and bilateral technical assistance provided to over 110 jurisdictions, the Global Forum’s capacity-building and outreach programme delivered record numbers and lasting impact in 2025.
Since 2009, Global Forum members have identified at least EUR 135 billion in additional revenues through the implementation of the tax transparency standards, including EUR 48 billion identified by developing countries. In 2024 alone, developing countries accounted for 70% of the EUR 4 billion reported globally.
Developing countries now represent 54 of the 129 member jurisdictions committed to implement the automatic exchange of financial account information, and 41 have already commenced exchanging, including Armenia, Kenya, Rwanda and Uganda which started in 2025. In addition, 20 of the 76 jurisdictions committed to implement the Crypto-Asset Reporting Framework (CARF) are developing countries.
These results reflect years of sustained awareness-raising and technical assistance at local, regional and global level to strengthen legal frameworks and foster effective administrative co-operation in tax matters.

The foundations we have built will allow us to move with confidence toward even greater impact, ensuring that every jurisdiction – regardless of its size or level of development – can fully benefit from the opportunities created by tax transparency,” said Gaël Perraud, Chair of the Global Forum.
In 2025, the capacity-building programme contributed to build the capacities of 20 062 officials (+91% from 2024) through events led by the Global Forum Secretariat (9 421 officials), e-learning courses (5 634 officials), and local trainings organised by the certified trainers of the Train the Trainer programme (7 007 officials). The Secretariat also delivered bilateral technical assistance to more than 110 jurisdictions, including intensive support to 88 developing countries, the highest level since the programme began in 2011.
Regional progress is being closely monitored and encouraged through the Global Forum’s Africa Initiative, Asia Initiative and Latin America Initiative, and a dedicated dialogue has been initiated with Caribbean jurisdictions to better address their needs and foster regional synergies, in addition to the continuation of the targeted support provided for Pacific Islands.
The Women Leaders in Tax Transparency programme, which recently launched its fifth edition, is continuing to foster female leadership across the globe, with 26 new participants joining a broad network of 93 women from 45 developing countries in 2025.
The Global Forum is the leading multilateral body mandated to ensure that jurisdictions around the world adhere to and effectively implement the standard on transparency and exchange of information on request (EOIR) and the standards of automatic exchange of information (AEOI), covering financial accounts under the Common Reporting Standard (CRS) and crypto-asset transactions under the Crypto-Asset Reporting Framework (CARF). These objectives are achieved through robust monitoring and peer review processes. The Global Forum also runs an extensive capacity-building programme to support its members to implement the standards and help tax authorities make the best use of cross-border information sharing channels.
