This annual report reviews agricultural policies in 56 countries, including the 38 OECD Member countries, five non-OECD EU Member States, and 13 emerging economies. Against the backdrop of more frequent, significant and interconnected global shocks with increasing economic impact, overall support to agriculture has increased to a new high at more than USD 950 billion in 2025, USD 121 billion or nearly 15% above 2023. Contrary to past decades of declines relative to production, the increase in support since 2023 has exceeded production growth. While the rise across emerging economies is driven predominantly by price inflating measures, the increase in OECD countries is mainly in budgetary transfers to agricultural producers, including significant ad-hoc disaster support. Despite the growing need for sector transformation, public investments in knowledge and innovation and other services to enhance sustainable productivity growth are receiving a falling share in total support in a rapidly growing agricultural sector. This report offers guidance for future-proofing policies for a more efficient, sustainable and resilient agriculture.
