This LEED project aims to to define key indicators of area-based transition to a low-carbon economy. The objective is to define measurable indicators at regional/local level that can inform over time of transition to low-carbon economic and industrial activities.
The seminar was targeted at national, regional and local practitioners who dealt with anticipating and managing demographic changes in Russia and Eastern European countries and wanted to interchange experiences and approaches with other experts from OECD countries.
The OECD LEED Programme is participating in a side event of the Rio+20 Corporate Sustainability Forum co-organised by DCED and the UN Global Compact in cooperation with World Resources Institute and New Ventures India.
A successful transition towards a greener economy will create new opportunities for workers, but also new risks. The challenge for labour market and skill policies is to maximise the benefits for workers and help assure a fair sharing of adjustment costs, while also supporting broader green growth policies (e.g. by minimising skill bottlenecks).

This report summarises the analysis, findings and policy recommendations from the project on Climate Change, Employment and Local Development undertaken by the OECD Local Economic and Employment Development (LEED) Programme.
This project focuses on the adjustments required to ensure labour markets comply with the demands of a greener economy (adaptation) as well as on the expansion of good quality green jobs as an opportunity to develop lower-carbon activities (mitigation).
