The OECD is working with stakeholders in MENA and Türkiye to promote smart, sustainable, and inclusive economic growth by implementing OECD standards on responsible business conduct. This work is carried out in partnership with Türkiye (an OECD Member), Egypt, Jordan, Morocco and Tunisia. All five countries have adhered to the OECD Guidelines for Multinational Enterprises on Responsible Business Conduct and set up a National Contact Point for Responsible Business Conduct. The activities focus on key sectors in the region – garment and footwear, as well as agriculture. The work is funded by the Governments of Germany and Switzerland.
Responsible Business Conduct in the Middle East, North Africa and Türkiye
The OECD is supporting governments, businesses and other stakeholders in the Middle East, North Africa and Türkiye to promote sustainable supply chains.

How it works
Businesses in MENA and Türkiye are facing increasing sustainability requirements from investors and supply chain partners. Responsible business conduct based on OECD due diligence standards can enable businesses to remain competitive in international markets. The OECD is helping to strengthen the capacity of businesses to implement these standards: the OECD provides analysis, training and tools focusing on the agriculture, garment and footwear sectors that are of key importance to the region’s economies.
Responsible business conduct is an important means for governments to build sustainable, inclusive and resilient economies. Effective policies that enable and incentivise responsible business conduct can help governments enhance competitiveness and align business activities with social and environmental goals. This requires alignment and coordination across different ministries and levels of government and close dialogue with businesses and stakeholders. The OECD provides analysis and support to assist policymakers in MENA and Türkiye in leveraging responsible business conduct across relevant policy areas, with a focus on trade and investment.
National Contact Points for Responsible Business Conduct are government agencies tasked with promoting responsible business conduct and providing access to remedy. NCPs also support their government’s policy efforts to promote RBC. The OECD works closely with the National Contact Points in MENA and Türkiye to help strengthen their effectiveness through capacity building and regional cooperation.

Video: OECD Economic Survey of Morocco 2024
Morocco's economic growth has rebounded from the pandemic and the energy crisis, despite the 2023 earthquake and droughts. Morocco has benefitted from a stable macroeconomic regime and the deficit is narrowing following the pandemic and energy crisis with the government debt ratio is around 70% of GDP. Morocco has embarked on major reforms to encourage investment and to extend health insurance and social protection, but a stronger convergence path will be needed to achieve the vision in the New Development Model.
