This paper aims to support the monitoring of the implementation of Strategic Objective 5-1 of the United Nations Convention to Combat Desertification 2018-2030 Strategic Framework, i.e. mobilising public bilateral and multilateral financial flows to address challenges related to desertification, land degradation and drought (DLDD). To that end, it provides estimates of these flows based on data from the OECD Creditor Reporting System (CRS).
This paper uses a multi-layered methodology to identify relevant activities by members of the Development Assistance Committee (DAC) and other bilateral and multilateral providers. This allows to capture activities additional to those identified by development co-operation providers through the desertification Rio marker, which has a narrower scope and is reported mandatorily by DAC members only.
