As “market referees”, regulators shape the effective delivery of essential services, but they need the right governance to perform well. The OECD Performance Assessment Framework for Economic Regulators (PAFER) helps regulators assess how they are organised and how they deliver on their mandate.
This Progress Review looks at Peru’s Water and Sanitation Services Regulator, Sunass, four years after its initial PAFER review in 2022. It examines the progress made since then and highlights a challenging context, including fragmentation in the sector and legislative reform reducing Sunass’s functions and powers. The review finds that, despite these challenges, Sunass has made good progress, including by introducing new digital tools, strengthening engagement and communication, and developing new regulatory approaches. The review also provides guidance for building on this progress.
