19/10/2026 – The Global Forum Secretariat delivered a virtual awareness-raising workshop for officials from Ukraine’s State Tax Service (STS) and representatives of the financial sector to support the country’s implementation of the enhancements introduced in 2023 to the Common Reporting Standard (CRS), the international framework for the automatic exchange of financial account information for tax purposes.
Ukraine successfully commenced its first CRS exchanges in 2024 and has since been an active participant in the global network of over 110 jurisdictions exchanging financial account information annually.
Following a comprehensive review of the CRS, the OECD adopted a set of amendments in 2023 to ensure the continued effectiveness of the standard in an evolving financial landscape. The changes expand the scope of the CRS to cover specific electronic money products and central bank digital currencies. In addition, amendments have been made to strengthen the due diligence and reporting requirements and to introduce an exclusion for certain qualifying non-profit entities. To implement these changes, Ukraine adopted the necessary legislative amendments in 2026 with a view to being among the first jurisdictions to exchange information under the amended CRS from 2027.
The workshop brought together over 300 participants from the STS and the financial sector to strengthen their understanding of the new requirements and implementation timeline, supporting a consistent and effective transition to the revised framework. It provided an overview of the key changes introduced, including revised definitions, strengthened due diligence procedures, expanded reporting requirements, and measures designed to ensure consistency between the amended CRS and the Crypto-Asset Reporting Framework (CARF), while minimising gaps and overlaps in reporting. Particular attention was given to the treatment of emerging financial products and technologies, data collection and validation requirements, and the interaction between the amended CRS and the CARF.
This event is part of the Global Forum’s broader ongoing support to Ukraine in implementing international standards on tax transparency and exchange of information. It contributes to Ukraine’s readiness for the transition to the amended CRS and supports the effective, consistent, and timely application of the updated international framework for automatic exchange of financial account information.
