21/10/2026 – The Global Forum Secretariat and the Asian Development Bank (ADB) delivered a three-day workshop on 13–15 October 2026 to strengthen Kyrgyzstan’s understanding of the Standard on transparency and exchange of information on request (EOIR) and the Crypto-Asset Reporting Framework (CARF). The virtual event brought together 26 officials from key government institutions to discuss the benefits, requirements and practical implementation of these international tax transparency standards, with a particular focus on the CARF.
Through technical presentations, peer-learning and interactive discussions, participants strengthened their understanding of the domestic legal and administrative requirements for implementing the CARF and the international arrangements necessary for the automatic exchange of information, and explored practical considerations for its effective implementation.
Working with G20 countries, the OECD developed and released the CARF in 2023 to address emerging tax compliance risks linked to the rapid growth of the crypto-asset market. By providing for the automatic exchange of information on relevant crypto-asset transactions between participating jurisdictions, the framework seeks to improve tax transparency, combat offshore tax evasion and ensure that tax administrations have access to the information needed to effectively assess and verify taxpayers’ obligations.
The Global Forum Secretariat’s contribution to the event forms part of its pre-membership support programme for Kyrgyzstan. While Kyrgyzstan is not yet a member of the Global Forum, the programme aims to inform any future decision regarding membership and to build solid capacities in international tax transparency and exchange of information.
The event also reflects the ongoing co-operation between the Global Forum and the ADB to support developing economies in strengthening their tax transparency frameworks and enhancing their readiness to implement the international standards.
