It is an honour to open the 2019 Western Balkans Summit. This annual Summit is a key milestone in our efforts to increase the well-being of citizens and build a brighter future for the region. This year is a particularly important one, with the 30th anniversary of the democratic transformations in Central Europe and 15th anniversary of European Enlargement.

The landmark report by the UN Intergovernmental Panel on Climate Change paints a grim picture of our future if climate change continues to intensify. This year’s extreme weather events – record breaking heatwaves, wildfires, heavy rains, major tropical storms, diminishing Arctic sea ice – could soon become our daily reality. With only 12 years left to contain global warming to 1.5 degrees, we need to take bold and decisive action.

We are facing a climate emergency. The special report of the Intergovernmental Panel on Climate Change confirms that, without bold and urgent climate action, global warming will reach 1.5 degrees above pre-industrial levels by as early as 2030. That’s barely 12 years away!

I am delighted to be in Warsaw to celebrate with you this 20-year milestone in the friendship and working partnership between the OECD and Poland. The past 20 years have been a success story for Poland: the country has grown faster than any other European economy and Poland’s economic progress has been accompanied by significant social accomplishments.

I would like to thank the Polish Delegation for organising this meeting. We only have six months left before the Paris COP21, where we must strive to achieve a historic deal, so it is absolutely necessary that we intensify our debates about the right energy model for a brighter future.

A broad agenda of reforms in four areas – labour markets, education, product markets and innovation – should strengthen Poland’s economy and allow it to continue its path of convergence towards the income levels of the more affluent OECD economies, said Angel Gurría during a seminar in Warsaw.

Poland has made considerable progress in transforming the structure of its economy, but unemployment is still far too high, and restrictive product market regulations continue to hinder economic activity. Reforms are needed for Poland to build on its strong track record and launch itself as an innovation–based economy, Mr Gurría said during the launch.
