Supporting Decentralisation Reform in Ukraine 2019

Following the launch of the OECD report, Maintaining the Momentum of Decentralisation in Ukraine in June 2018, the OECD continues its work in support of Ukraine’s decentralisation reforms. This follows Ukraine’s efforts to adhere to the OECD Recommendation on Effective Public Investment across Levels of Government.

The project has high visibility in Ukraine, and its theme is referenced in the policy platforms of Ukraine’s political leaders. 

Although decentralisation remains one of the policy areas where reforms are generally perceived to have been successful, much more needs to be done for the positive effects to be perceived among the population at ground level.


Main objective

Strengthen the government’s capacities at the national and local levels to implement targeted recommendations from the report and present good practices from OECD countries which have addressed similar challenges.


Working closely with the Ministry for Communities and Territories Development; the Ministry of Economic Development, Trade and Agriculture; the Ministry of Infrastructure; and the newly elected authorities at subnational levels, including at City and Hromada levels, the OECD will hold four capacity-building seminars across different regions in Ukraine to present and discuss the OECD’s ten guidelines for effective decentralisation conducive to regional development from the handbook, Making Decentralisation Work (2019). They will also target specific policy themes further to the 2018 report recommendations.


Investment in Transport Infrastructure

Across the country, legacy public transport systems inherited from the Soviet period are in a dilapidated state, and after years of underinvestment, public transport services are struggling to cater to complex and evolving travel demand patterns. The seminar in both cities addressed how Ukrainian authorities at the local, regional, and national levels can co-ordinate to boost investment in transport infrastructure and strengthen local capacities by:

  • financing different local infrastructure projects
  • developing means to adapt to changing transport needs, particularly in smaller towns and rural communities
  • integrating local transport systems into the broader transport network

A well-designed and implemented decentralisation process can help strengthen democratic governance and increase transparency and accountability, particularly at the local level. To make this possible, Ukraine will need to:

  • clearly assign responsibilities and functions across different levels of government
  • align responsibilities with revenues
  • boost the capacity of local authorities to meet devolved responsibilities
  • develop effective multi-level co-ordination mechanisms

The seminar in Kyiv presented the Ukrainian version of the OECD’s ten guidelines for effective decentralisation conducive to regional development and discussed their applicability to Ukraine’s specific context. The guidelines are intended to provide practical guidance for identifying conditions to achieve the goals of countries’ unique decentralisation processes.

The discussions in Poltava focussed on building local capacity to effectively co-ordinate and implement local investment through the Twelve principles for action to deliver effective public investment across levels of government and the corresponding self-assessment toolkit.

This project falls within the scope of the OECD-Ukraine Action Plan, ratified by Ukraine in April 2019, particularly in the area related to support for governance and rule of law. It is jointly implementd by the OECD Regional Development Policy Committee and the OECD Eurasia Competitiveness Programme, with the financial support of the the Ministry of Foreign Affairs of the Republic of Latvia and the Minsitry of Foreign and European Affairs of the Slovak Republic.
