This paper examines how Finland can improve the conditions for implementing more environmentally sustainable mining projects while enhancing regional development benefits, with a focus on strengthening governance and the permitting process. It draws on in-person interviews and insights gathered during visits to the five Finnish regions participating in this project: Lapland, Central Ostrobothnia, Kainuu, North Karelia, and Oulu. Separate papers for each region will outline more specific actions at the national and subnational level, addressing topics such as innovation, skills, and infrastructure.
