Strengthening financial literacy is a key policy priority in Finland. To achieve this ambition in a context of rapid digitalisation of financial services, improving digital financial literacy is essential. Finland’s highly digitalised financial environment supports broad access to and use of digital financial products and services, but also creates risks related to complex products such as crypto-assets, over-indebtedness and online fraud. In response, this report proposes a Digital Financial Literacy Strategy for Finland aligned with national and international frameworks. The proposed Strategy sets out a clear vision and strategic objectives, supported by a targeted and co-ordinated action plan to help Finland address remaining gaps in digital financial knowledge, decision making, and awareness and mitigation of online financial risks, particularly among vulnerable groups, including young and older adults and migrants.
