Since the OECD Integrity Reviews of 2018 and 2021, Thailand has introduced substantial reforms that reflect the country's commitment to enhancing public integrity. Strongest progress was made in the areas of conflict of interest and public ethics. Some steps were also made in co-ordinating the integrity system, though many recommendations remained unimplemented or became inapplicable due to changed circumstances. Similarly, limited advancement was recorded in the disciplinary framework and whistleblower protection. Across all reviewed areas, implementation outcomes varied, and in some cases previous recommendations were rendered obsolete by evolving contextual, institutional, or legal developments. Where this occurred, tailored follow-up recommendations were formulated to reflect Thailand’s updated framework and emerging priorities.

Establishing a whistleblower protection system to safeguard public integrity

As such, significant gaps remain in Thailand’s accountability systems for safeguarding public integrity.
