The Working Group on Bribery's Law Enforcement Networks

Established in 2008, law enforcement officials' (LEO) meetings are held twice a year for a full day on the margins of the Working Group on Bribery's plenary meetings. They are open to law enforcement officials from Working Group member and participant countries directly involved in the investigation and prosecution of foreign bribery offences.

LEO meetings are a unique forum for law enforcement practitioners to discuss best practices, examine foreign bribery enforcement topics, share experiences about specific cases, and establish professional networks to support the investigation and prosecution of foreign bribery.  Recent discussion topics include:

• corporate internal investigations
• undue pressure on law enforcement and prosecutorial independence
• calculating the benefits of foreign bribery for the purposes of determining appropriate sanctions
• the second Additional Protocol to the Cybercrime Convention
• the EU e-evidence legislative package and media-related issues and best practices.

The Global Law Enforcement Network against Transnational Bribery (GLEN) has been operating since 2015 to strengthen global enforcement actions against complex cross-border corruption crimes.

This network meets yearly and aims to facilitate co-operation and peer learning among law enforcement practitioners from Working Group on Bribery countries and non-members of strategic interest. Indonesia and the United States currently serve as co-chairs of the GLEN.

Discussions focus on good practices, challenges and actual cases on topics such as:

• Enforcement of corporate liability for corruption offences
• Strengthening international cooperation in transnational bribery cases
• The impact and challenges of new technologies
• Detecting and investigating corruption related to emergencies
• Joint or parallel investigations in transborder corruption cases
• Resolutions in multijurisdictional corruption cases
• Enforcing the demand side of transnational bribery schemes

Since 2010, four regional law enforcement networks have been established:

2010: Eastern Europe and Central Asia
2015: Asia and the Pacific
2018: Latin America and the Caribbean
2024: Africa

These networks share a common mission: they provide confidential, practitioner-focused platforms that strengthen the capacity of law enforcement officials to investigate and prosecute complex bribery and corruption cases. They promote peer learning, practical case-based discussions and professional contacts across jurisdictions, enabling more effective international co-operation, and offer access to specialised expertise, including from Working Group on Bribery members and multilateral development banks.
