As expectations for accountability and evidence-based policymaking grow, assessing the impact of competition authorities’ activities has become an increasingly important aspect of competition policy.
While many agencies now publish estimates of the benefits generated by their enforcement actions, approaches vary in terms of scope, methodology, assumptions, and institutional arrangements. In addition, several authorities are experimenting with new approaches to assess the impacts of advocacy initiatives, market studies, compliance activities, deterrence effects, innovation outcomes, and broader economic benefits.
In December 2026, the OECD Global Forum on Competition will bring together competition authorities from around the world to discuss how they assess the impact of their activities in practice, including the methodologies they use, the challenges they face and lessons learned. The discussion will also explore emerging approaches to measuring the broader economic and societal benefits of competition policy.
