As expectations and responsibilities for economic regulators continue to grow, establishing strong governance arrangements becomes increasingly important to ensure they can effectively fulfil their mandates. This working paper analyses findings from the 2023 Indicators on the Governance of Sectors Regulators (GSR) survey for 149 economic regulators across energy, e-communications, rail, air, and water sectors in 42 countries. The GSR indicators map governance arrangements in three dimensions: independence, accountability and scope of action. Findings from the survey support an understanding of how arrangements have improved over the past five years and highlight differences across regulators and sectors. They also identify areas for improvement to help countries and regulators bring their arrangements more in line with OECD best practice.
