This OECD Review of the Italian Parliamentary Budget Office (UPB) assesses the institution against international standards and evaluates how it can remain effective. The Review finds that the UPB has established a strong reputation for independent and high-quality analysis. However, Italy faces challenges, with high debt, an ageing population, and pressures on its budget, all against the backdrop of a new EU fiscal framework. This review reflects on these challenges and provides a set of recommendations to reinforce the UPB’s independence, clarify its mandate, and strengthen its role as a credible independent fiscal institution (IFI) that delivers robust analysis that helps inform the debate of budget challenges and trade-offs.
