The OECD Directorate for Science, Technology and Innovation (STI) carried out this study under the auspices of the OECD Digital Policy Committee (DPC) and the OECD Working Party on Connectivity Services and Infrastructures (WPCSI). The Government of Colombia requested the study through the Communications Regulation Commission (Comisión de Regulación de Comunicaciones, CRC). The report draws on responses by the Colombian authorities to a questionnaire, the responses from OECD Member countries to the 2025 CSI Communication Regulatory Questionnaire, and on the results of an extensive series of interviews with major communication stakeholders in Colombia. It was finalised on 20 March 2026 and reflects developments in the institutional framework in Colombia up to that time.
