Research Data Repository Development and Operation Guidelines

Abstract

The Cabinet Office has formulated “Research Data Repository Development and Operation Guidelines” and “Guidelines for Data Policy Formulation at the National Research and Development Agency” to promote the formulation of data policies at institutions and the inclusion of research data in institutional repositories.

The "Research Data Repository Development and Operation Guidelines" were established to provide a framework for the effective management and sharing of research data. These guidelines were initially developed in 2017 and later revised in 2019 to reflect evolving best practices and technological advancements.

The "Guideline for Establishing Data Policy at National Research and Development Agencies" were published in June 2018. This guideline provides a framework for national research and development agencies to develop and implement data policies that promote open science and effective data management. It emphasizes the importance of data sharing, proper data management, and alignment with international standards to enhance the accessibility and usability of research data.

Background

These guidelines are part of Japan’s efforts to promote open science and improve the infrastructure for research data management. The guidelines are available through the Research Center for Open Science and Data Platform (RCOS) at the National Institute of Informatics (NII). RCOS is dedicated to developing and operating research data infrastructure to lay the foundation for Open Science in Japan.

To enhance the management and accessibility of research data through standardized guidelines.

The "Research Data Repository Development and Operation Guidelines" aim to assist institutions in creating and maintaining research data repositories that facilitate open access and promote the principles of Open Science. They cover various aspects, including:

- Data Management Planning: Strategies for organizing, storing, and preserving research data.

- Metadata Standards: Ensuring data is discoverable and interoperable.

- Access and Sharing Policies: Defining levels of data accessibility and user permissions.
