The Institute of Education Sciences (IES) mandates that all funded projects include a Data Sharing and Management Plan (DSMP) specifying how research data will be documented, archived, and shared. Under the updated guidance (2024), IES expects data to be made available by the time of publication, or, if unpublished, within five years after the award ends, subject to limitations.
These requirements apply while preserving protections for personally identifiable information (PII) of students, teachers, and schools. In cases where full public release is not feasible, the policy supports limited access (e.g. restricted-use datasets, controlled repositories) and mandates that researchers describe consent procedures, de-identification methods, and criteria for access in their DSMPs.
