This paper introduces the OECD’s recent development of the Regional Attractiveness Database to provide indicators at the (smaller) TL3 level of regional disaggregation, enabling policymakers to analyse regional attractiveness at a finer degree of local specificity. The TL2 and TL3 databases have been harmonised and updated to include indicators on climate resilience and local amenities, among others, and are now tailored to reveal regional strengths and gaps at a smaller scale. The TL3 Territorial Attractiveness Compass offers decision-makers a multi-dimensional and comparative view to inform priorities, address inequalities and foster inter-regional synergies. Plotting TL3 performance captures place-based variations and emphasises, for example, the high variance of innovation and environmental performance at a finer scale. Analytical tools, including the Coefficient of Variation and Local Moran’s Index, provide nuanced insights into sub-national disparities and regional interactions, supporting targeted interventions and resource allocations. Ultimately, the TL3 database facilitates precise, data-driven strategies for enhancing regional attractiveness, addressing complex development needs, and sustaining competitiveness in a globalised landscape.
