Hotels in Quito can provide ground transportation from/to the airport.  This fare has to be covered by each participant. It is recommended that each participant send its itinerary in advance to the hotel to make the required arrangements.

Participation in Forum events is by invitation only and is open to senior officials of Latin American and Caribbean competition institutions, competition experts from OECD countries and international organisations.  

Requirements to enter Ecuador

The participants must complete all the migration procedures to enter Ecuador. The foreign citizens must have a valid passport. Please consider that under any circumstance Ecuador issue a visa at any port of entry to the country upon arrival.

  • For citizens of European countries, it is required a valid passport with at least 6 months before expiration date.
  • For South American visitants it is required a valid passport with at least 6 months before expiration date or an ID document if your country is part of the Andean Community, Mercosur or Associated States (as it is established in Mercosur CMC Decision No. 18/8 and No. 14/11, among these are: Argentina, Brazil, Paraguay, Uruguay, Bolivia, Chile, Colombia, Guayana, Perú and Surinam).
  • According to the visitant country, it could be required a visa depending on the travel purpose.

Visa

The Ministry of Foreign Affairs and Human Mobility is the Ecuadorian institution responsible for issuing visas, this can be carried out at embassies, general consulates or Ecuadorian consulates abroad.

Please consider that an Ecuadorian visa will never be issued for foreigners once in the Ecuadorian territory. Therefore, it is not possible to obtain your visa upon arrival, ports of entry or any Ecuadorian border.

The information referring to the justification of the trip must be  in accordance with the issued visa, in case it is necessary. You may be required to prove your place of residence and origin.

Ecuador requires consular visa to 37 countries, from which the list that applies to the delegations of the American continent goes as follows:

The citizens of countries that are not included in the mentioned list can enter the country as tourists for a period of 90 days, according to Article 56 of the Organic Law on Human Mobility.

Article 97.- Tourism Visa.- "Foreigners from countries for which Ecuador has established tourism visa requirement for entry, should request it at a consular office. The tourism visa will have a validity of 90 days period, counted since the entry to Ecuadorian territory and could be extended for 90 days more continously through request submitted to the competent administrative unit of the Ministry of Foreign Affairs and Human Mobility”.

For the issuance of this visa the foreigner visitor must present the following requirements:

1. Visa application form;

2. Valid passport with at least 6 months before expiration date;

3. Certificate of not registering a criminal record from the country of origin or in which he had resided during the last five (5) years. The document must be apostilled if it was issued in a country that is part of the Hague Apostille Convention; or, legalized if it has been issued in a country that is not part of said agreement. In the case that the original document was issued in a language other than Spanish, it must be translated by an authorized professional;

4. Travel itinerary and round trip tickets;

5. Accredit the lawful means of livelihood that allow their stay for the authorized time; and,

6. Payment of the fixed rate set by applicable regulations.

The fee for the tourism visa has been determined by Resolution No.0000029, from March 28, 2023, which is 50 dollars for the application form and 30 dollars additionally for the visa.

Sanitary Requeriments

The COVID-19 vaccination or prophylaxis certificate is not mandatory to enter Ecuador. However, the Ministry of Public Health recommends that international tourists update their vaccinations before arriving in the country, according to the guidelines of the country of origin or residence.

Any person who enters continental Ecuador by international air transport and who presents symptomatology such as fever, cough, general uncomfort, loss of smell, loss of taste, skin rashes, must submit the Traveler's Health Declaration, which is available at the following link: https://declaracionsalud-viajero.msp.gob.ec/, or the phisical form that is available upon arrival at the airport.

General information on Ecuador

Ecuador - Quito

The name of the capital city of Ecuador is San Francisco de Quito. A place full of history, art and culture, considered the political center and the economic capital of the country, which makes it the headquarters of the main government, cultural and financial organizations of Ecuador.

Quito was founded on December 6, 1534. It has the largest and best preserved Historic Center in Latin America, which is why it was declared a World Heritage Site by UNESCO on September 8, 1978. Its Historic Center is located to the center - south of the capital, on an area of ​​320 hectares and has around 130 monumental buildings.

Quito is an icon of national and international tourism, it offers several activities and places to visit, among them: the Middle of the World monument, the Cable Car, the Virgen del Panecillo, La Ronda street. Colonial art remarkable places such as: Compañía de Jesus, Church of San Francisco, Basilica del Voto Nacional, Plaza Grande, Church of Santo Domingo, Wax Museum, and la Capilla del Hombre.

The city has places where nature prevails such as: La Carolina, Metropolitano, Bicentenario, El Ejido parks, Botanical Garden, Guagua Pichincha volcano, Rucu Pichincha volcano, among others. In addition, near Quito, there are areas full of biodiversity such as the Chocó Andino de Pichincha, located just 45 minutes from the city, declared a Biosphere Reserve by UNESCO.

Quito's gastronomy is varied and products from the Andes such as potatoes stand out. Among the traditional dishes are: locro de papa with cheese, yahuarlocro, morocho, canelazo, figs with cheese, and fritada.

Climate Conditions in Quito

The city has a sub topical climate of high lands, the temperatura in the month of September goes between 7 and 19 °C. The weather in Quito is very variable, so it is suggested to always carry a light coat.

In Quito, the rainy season is cool and cloudy and the dry season is comfortable and partly cloudy. During the year, the temperature generally varies from 9 °C to 19 °C and rarely goes below 7 °C or rises above 21 °C.

According to the tourism punctuation, the best time of the year to visit Quito for warm weather activities is from mid June until mid September.

The time zone of Quito is GMT -5 hours.

Electricity

The voltage in Quito is 110V and the standard outlet is universal type with 3 inputs. It is important to have an adapter. An adapter that works at the United States, will be suitable for the type of charger in Ecuador. 

Exchange rate

The official currency in Ecuador is the United States Dollar. Other currencies are not accepted, so you must exchange currency or make payments with a debit or credit card, which are accepted in the vast majority of commercial establishments. You can exchange currency at the airport exchange houses such as Global Exchange. Below you will find the referential exchange rate:

Telephone communication

In Ecuador, the main mobile companies are Claro, Movistar and CNT. You can obtain your sim card at the airport or any of the main shopping centers of the city.

In case you need to do a local pone call, you should dial from the mobile phone 02 + the telephone number that has 7 digits.

To call another city in Ecuador, dial 0 + city code (eg. 4, for Guayaquil) + the number.

For an international call, dial 00 + country code (eg. 1, for USA) + area code (eg. 212, for New York) + number. 

Tips

The amount you tip in Ecuador will depend on where you are and what type of services you’re buying. As a general rule, expect to tip around 10% of the bill. If you get exceptionally good service, say thank you with a tip closer to 15-20%.

 

Air Transport

Mariscal Sucre International Airport: The airport is located at Tababela parish, on the way to Yaruquí, and it is the gateway to the country. For its technical characteristics, the airport has allowed a significative increase on connectivity for Quito and the country; at the same time, it offers more efficient operations for airlines and improved services for passengers.  

The airport recieves and register arrivals and departures of national and international flights from the main airlines (Aeromexico, Aeroregional, AirEuropa, American Airlines, Arajet, Avianca, Copa Airlines, Delta Airlines, Equair, Iberia, JetBlue, KLM, Latam, United Airlines, Wingo). There are several transportation alternatives to move from the airport to the business zone of the city, where there are most of the hotels and restaurants. You can opt for group or individual transportation options, to and from the airport:

  • Hotel transfer: It has a price of $45 to $60 per car (the car can be shared between 4 people).
  • Taxi and apps: The cost varies between $25 to $30. The most common apps are: DiDi, Uber, DigiTaxi, Taxi Amigo. There are also taxi cooperatives which can be contacted at the airport.
  • Airport Bus Aeroservicios: This bus could be taken from Bicentenario to the Aeropuerto or from the Airport to the business center; the price depends on the distance and isa round $16 per passenger. The bus time schedule is detailed in the following table:

Session 1. Competition and Poverty

Fighting poverty has remained a top priority and a key challenge to many countries including in Latin America and the Caribbean. Poverty eradication appears, for instance, as the first of seventeen objectives of sustainable development established by the United Nations. The region was also particularly affected by the COVID-19 pandemic, which gave rise to the worst recession in the region in the last 100 years. 

This session will focus on the role of competition policy for poverty reduction, considering that fighting poverty remains as a top priority to many developing countries including in Latin America and the Caribbean. It will cover the interplay between competition policy and poverty reduction, as well as the role of competition authorities to contribute to reduce poverty from both enforcement and advocacy standpoints.

Session 2. Peer review of Dominican Republic

The mechanisms of peer review vary, but it is founded upon the willingness of a country to submit its laws and policies to substantive questioning by other peers. The process provides valuable insights into the country under study, getting to the heart of ways in which each country deals with competition and regulatory issues, from the soundness of its competition laws to the structure and effectiveness of its competition institutions.

Founded on the willingness of a country to submit its laws and practices to substantive review by peers, the Peer Review exercise provides valuable insights to the country under study, mainly by recommending ways to improve its competition policy including the effectiveness of its competition institutions. In 2023, Dominican Republic's competition law and policy will be subject to such a review. The final report, including recommendations to strengthen Dominican Republic's competition framework will be finalised after the discussions during the Forum.

Session 3. Competition and Sports

Sports are embedded in national cultures and are a relevant tool in the promotion of social development, such as crime reduction, health improvement and social cohesion. Football is the most popular sport in continental Latin America, while baseball is the prime sport in the Caribbean. Other sports are also popular in the region, such as athletics, basketball, boxing, car racing, cricket, horse racing, tennis, and volleyball. In addition to the social and cultural dimension of sports, its economic importance has increasingly become evident in the last decades.

In this context, the session will explore key competition issues related to the sports industry including competition in the organisation of sports leagues (e.g. existence of a monopoly and potential abusive behaviour by league organisers), sports broadcasting rights, the sale of tickets to sports events, and sports labour markets.
