Ukraine is undertaking significant modernisation efforts to strengthen vocational education and training delivery in a context of reconstruction and structural change. These efforts focus on improving infrastructure, equipment, digital resources and teaching capacity across the VET system, supporting the practical implementation of recent reforms (DELTA Group, 2025[52]).
Modernisation has been supported by substantial national and international investment. The EU4Skills initiative has supplied generators and IT equipment to around 300 VET institutions, developed online courses and digital learning materials, and trained approximately 2 500 teachers, while equipping a number of specialised VET centres (EU NEIGHBOURS east, 2023[10]; USIF, n.d.[9]). In parallel, the government’s “#100 Workshops” programme has supported the renovation of workshops and the acquisition of modern equipment, complemented by donor-funded initiatives.
Further investments are planned through the development of Centres of Vocational Excellence, including support from the European Investment Bank. Together, these initiatives aim to improve learning conditions, expand delivery capacity and strengthen the operational foundations of the VET system during reconstruction.
