This paper forms part of the OECD’s Ukraine Country Programme and draws on international and comparative evidence to inform reforms of Ukraine’s vocational education and training qualification system. It examines the design and governance of vocational qualifications, assessment and certification arrangements, recognition of prior learning, and mechanisms for the timely and proportionate updating of qualifications and recognised modules. It also considers the role of sectoral collaboration, labour-market intelligence, micro-qualifications, qualification registers and alignment with European transparency instruments. The analysis identifies policy options that are compatible with Ukraine’s institutional framework, recent legal reforms and implementation capacity, with a view to supporting reconstruction, labour-market recovery, the international comparability and portability of qualifications, and lifelong learning.
