Umbria, often referred to as the "green heart of Italy", faces structural constraints that have slowed its economic and demographic dynamism. Persistent underperformance in output and employment have placed the region in a development trap, where growth remains stagnant despite sectoral diversification and average labour productivity. At the same time, demographic pressures, including an ageing population and low fertility rates, have contributed to a talent development trap, making it difficult to attract and retain a skilled workforce. These challenges are compounded by low levels of Foreign Direct Investment (FDI) and weak business dynamism, particularly in sectors like culture and entertainment, where existing assets have yet to translate into economic momentum. Yet, Umbria’s rich cultural and natural capital, strong social cohesion, and high life satisfaction, provide a solid foundation to break out of the region’s development and talent traps. Strengthening connectivity, fostering innovation, and enhancing climate resilience will be key to unlocking new opportunities and improving the region’s attractiveness to investors, talent, and visitors.
