Policy Inventory for Mitigation Actions in the Agriculture, Forestry and Other Land Use Sectors

Governments have adopted an increasing number of policies over the last 20 years pursuing either directly or indirectly climate change mitigation. The 2025 update of the Policy Inventory for Mitigation Actions in the Agriculture, Forestry and Other Land Use sectors (PIMA-AFOLU) offers a unique knowledge sharing platform for land use sectors. It provides information on approximately 1 500 climate change policies in 53 countries. The database showcases the diversity of AFOLU policy mixes that are used to mitigate GHG emissions. These policies target a plurality of land uses like wetlands and forests, and agricultural production systems that can have a broad range of environmental goals such as improved soil and water quality, and biodiversity conservation. Two-thirds of policy instruments reported in the database are economic instruments, almost all in the form of subsidies, with the remaining third split between regulations and other instruments.
