Annex A. The OECD Resourcing School Education in the Digital Age project

This report was prepared as part of the OECD project Resourcing School Education: Policies for the Digital Transformation of Education and Future-Readiness of Teachers. The project was launched in 2023 to support countries in designing system-level policies that enable their school sectors to achieve excellence, equity and resilience in the digital age. The project is comprised of three thematic strands:

• “Policies for the digital transformation of school education” (Strand 1), which aims to support education systems in creating a comprehensive and integrated system-level policy environment and ecosystem that enables an effective and equitable use of digital resources.

• “Policies for a future-ready teaching profession in the digital age” (Strand 2), which aims to support education systems in re-designing their teacher policies to leverage the current digital transformation momentum and advance the profession’s transformation for the future. 

• “Policies for efficient investments in school education” (Strand 3), which aims to support education systems in more efficiently mobilising and using education resources to foster inclusive growth and to enhance societal outcomes.

The project pursues these goals with a combination of country-specific policy analysis, comparative analytical work and international peer learning. Its work is guided by an analytical framework covering system-level policies related to digital education and the preparation of future-ready teachers (Figure A.1).

To collect international comparative evidence on digital school education policies, the project administered a Policy Survey on School Education in the Digital Age. The survey was completed by 37 jurisdictions, covering their system-level policies at the primary and secondary education levels (ISCED 1-3). The Policy Survey’s complete results were published in 2025 (Boeskens and Meyer, 2025[3]) and inform the project's ongoing peer learning activities, country-specific analyses and comparative work.

The project is overseen and guided by the Group of National Experts on School Resources, which was established as a subsidiary body of the OECD Education Policy Committee (EDPC).
