Tackling corruption is a strategic priority for the Government of Kazakhstan. Given the diverse forms and dynamics of corruption across different sectors in the country, Kazakhstan could benefit from a more systemic, whole-of-government and whole-of-society approach to anti-corruption.
This Review analyses the country's integrity system with the aim of ensuring the sustained impact of anti-corruption reforms beyond the 2022-2026 Anti-Corruption Policy Concept. It provides concrete recommendations to strengthen co-ordination across integrity actors; bolster the strategic approach to anti-corruption; improve the effectiveness of internal control, risk management and external oversight; and enhance transparency and integrity in decision making.
The Review also offers guidance to strengthen the asset and interest declaration system, expand access to information, protect whistleblowers, and refine the regulatory framework governing interactions between the public and private sectors.
