This policy paper presents the main findings of the 2024 update of OECD FDI Regulatory Restrictiveness Index, which benchmarks statutory restrictions on foreign direct investment (FDI) across more than 100 economies. It provides a comparative analysis of these restrictions by country, region, policy area and economic sector, based on measures in force as of end-December 2024. The paper further reviews recent policy developments, highlighting selected reforms adopted between 2023 and 2024 that have either eased or tightened conditions for foreign investment.
