Managing state-owned enterprises (SOEs) responsibly, accountably and with integrity through good corporate governance is important to ensure they contribute to competitiveness, economic resilience and sustainable development. This report provides practical guidance for governments on how to design strong and effective state ownership policies. Drawing on the OECD Guidelines on Corporate Governance of State-Owned Enterprises and international experience, it outlines the key elements of a comprehensive ownership policy and provides a step-by-step approach for its development, implementation and monitoring. The report aims to support policymakers in professionalising state ownership, ensuring active and informed ownership practices and establishing robust policies that enhance transparency, accountability and long-term value creation across their SOE portfolios.
