This report was drafted by Philippe Larrue, lead for the work on mission-oriented innovation policy under the aegis of the OECD Committee for Scientific and Technological Policy (CSTP). This report complements and deepens Chapter 5 of the OECD Science, Technology and Innovation Outlook 2023 on mission-oriented innovation policy. It includes numerous examples drawn from case studies of net zero missions. These examples have been reviewed by the authorities responsible for those specific initiatives.
