This paper provides an analysis of the complexities and challenges involved in implementing regional development strategies, with a focus on how multi-level governance systems can better support implementation The design phase often receives more attention due to political and public pressures, while implementation struggles with co-ordination issues, capacity gaps, and changing political priorities. This paper emphasises the importance of clear goals, data-driven decision-making, collaboration, and flexibility throughout the process. It proposes 12 interconnected practices based on lessons from OECD countries and regions, structured across three dimensions: mitigating challenges during strategy design, overcoming obstacles in implementation, and strengthening institutional enablers. A checklist with concrete guidance and examples is developed to help policy makers navigate and address implementation challenges.
