Slovenia has placed digital government at the heart of its national agenda, most notably through its Digital Slovenia 2030 and Digital Public Services 2030 strategies. These ambitious, complementary, and strategically resourced initiatives have driven significant progress towards a digitally mature government. To further strengthen this trajectory, Slovenia’s Ministry of Digital Transformation invited the OECD to conduct a Digital Government Scan. This assessment aims to review progress achieved since the 2021 Digital Government Review, identifying emerging opportunities and providing strategic insights to guide future decisions on digital government and data – particularly in the context of the AI era. To address these objectives, this Digital Government Scan of Slovenia focuses on four areas:
assessing performance and identifying gaps in implementing the policy recommendations formulated by the OECD.
reviewing progress under existing national strategies measuring achievements against their stated goals and identifying areas for improvement.
assessing Slovenia’s current digital government maturity benchmarking it against preliminary results of the OECD’s 2025 Digital Government Index and the OURdata Index.
identifying priority areas and future opportunities to enhance Slovenia’s digital government maturity through 2030, in line with major trends across other OECD countries.
Conducted at the request of the Slovenian government and with the strong engagement of the Ministry of Digital Transformation, this Digital Government Scan builds on the 2014 OECD Recommendation on Digital Government Strategies and applies the OECD Digital Government Policy Framework as its analytical lens. The framework's six dimensions – Digital by Design, Data Driven, Government as a Platform, Open by Default, User-Driven and Proactiveness – guide the evaluation of Slovenia's efforts to deepen its digital government maturity and advance the digital transformation of its public sector. By addressing its performance across these dimensions, Slovenia can maximise the implementation of its new digitalisation strategy and deliver a digital government aligned with its ambitions for 2030.
