The OECD Integrity Review of Brazil 2025 examines the country’s recent efforts to improve its public integrity framework and provides recommendations for further progress in line with the OECD Recommendation of the Council on Public Integrity.
The Review suggests concrete actions to strengthen Brazil’s institutional arrangements at the federal level and to encourage the implementation of coherent integrity policies at the state and municipal levels. It also provides recommendations for creating stronger open cultures of integrity throughout the federal public administration and Brazilian society.
Additionally, the report suggests ways to improve co-ordination among the various audit bodies across different government levels, enhance whistle-blower protection and ensure greater integrity and transparency in decision-making processes.
