Global Forum on Transparency and Exchange of Information for Tax Purposes

30/06/2025 – A delegation led by Ms Zayda Manatta, the Head of the Secretariat of the Global Forum on Transparency and Exchange of Information for Tax Purposes (Global Forum), visited the Democratic Republic of the Congo on 23-25 June 2025. The objective of the visit was to formally launch the comprehensive capacity-building programme to help the Democratic Republic of the Congo, which joined in December 2023, put in place the building blocks that are necessary to implement the tax transparency standards and to benefit from them. During the high-level visit, the delegation met with senior government authorities: the Minister of Finance, the Vice-Minister of Finance, the Deputy-Minister of Justice, the Governor of the Central Bank, the Chief of Staff of the Minister of Foreign Affairs, the Director General of Taxes, the Director General of the One-Stop Shop for Business Creation and the Executive Secretary of the Financial Intelligence Unit.

The mission provided the opportunity to discuss the Global Forum, the work it carries out, the progress on tax transparency and their impact on domestic resource mobilisation. The delegation from the Global Forum also engaged the authorities on the significance of the commitments that the Democratic Republic of the Congo took when becoming a member of the Global Forum and the respective roles of stakeholders in the successful implementation of the tax transparency standards.

Following the high-level meetings, a National Awareness Raising Seminar was delivered to around 50 officials from the key governmental authorities and representatives of the private sectors, such as banks and accountants. The seminar aimed to provide more details to representatives of various stakeholders that are involved in the tax transparency work in the Democratic Republic of the Congo, including on their respective roles for the effective implementation of the tax transparency standards. The areas of focus included the Global Forum, the Africa Initiative, the Convention on Mutual Administrative Assistance in Tax Matters, the Standard of Transparency and Exchange of Information on Request, the Standard of Automatic Exchanges under the Common Reporting Standard and the Crypto-Asset Reporting Framework.

The Global Forum is the leading multilateral body mandated to ensure that jurisdictions around the world adhere to and effectively implement both the Standard on Transparency and Exchange of Information on Request and the Standards of Automatic Exchange of Information (Common Reporting Standard and Crypto-Asset Reporting Framework). These objectives are achieved through a robust monitoring and peer review process. The Global Forum also runs an extensive capacity-building programme to support its members in implementing the standards and help tax authorities make the best use of cross-border information sharing channels.
