25/11/2025 – On 22 November 2025, the Hon. Dudu Fwamba Likunde Li-Botayi, Minister of Finance for the Democratic Republic of the Congo, endorsed the Yaoundé Declaration, adding his country’s voice to this important regional initiative, to leverage the fight against illicit financial flows through transparency and exchange of information for tax purposes.
The Yaoundé Declaration is a call for action in the framework of the Africa Initiative to ensure political buy-in and sustained momentum needed to unlock the potential of tax transparency and exchange of information for Africa. Originally signed by four African countries in November 2017, the Declaration is now endorsed by 35 African countries and the African Union Commission.
The Declaration is a ministerial call for African countries working with the Global Forum on Transparency and Exchange of Information for Tax Purposes and key continental and international institutions to promote tax co-operation. The goal of the Declaration is to ensure that African countries implement and benefit from the tax transparency standards in view of the fight against tax evasion and other illicit financial flows and the mobilisation of the much-needed domestic resources for their development.
The Global Forum is the leading multilateral body mandated to ensure that jurisdictions around the world adhere to and effectively implement the Standard on Transparency and Exchange of Information on Request and the Standards of Automatic Exchange of Information, covering financial accounts data and crypto-asset transactions. These objectives are achieved through a robust monitoring and peer review process. The Global Forum also runs an extensive capacity-building programme to support its members in implementing the standards and help tax authorities make the best use of cross-border information sharing channels.
