Recipient groups include contexts facing extreme fragility (18), high fragility (43), and medium to low fragility (other developing countries eligible to receive ODA). Providers allocate different volumes of ODA to recipient groups according to their priorities.

Providers can allocate ODA bilaterally or channel it through multilateral organisations, in which case their contribution is imputed. For instance, the share of ODA distributed multilaterally by DAC countries increases as contexts are less exposed to fragility.

ODA for core peace objectives uses sector code 152, "Conflict, peace, and security" while “secondary peace” uses 12 out of 18 purpose codes under sector code 151 “Government and civil society, general”.

DAC ODA for peace to contexts exposed to high and extreme fragility declined from 2019 to 2023.

ODA is channeled through different means according to the provider's priorities. This includes the public sector (through recipient and donor governments), multilateral organisations, NGOs, civil society, and the private sector among others.

Sectoral allocations of ODA vary according to provider priorities with most flows to the 61 contexts exposed to high and extreme fragility going to social infrastructure and services, humanitarian aid, and economic infrastructure and services. They also tend to vary over time based on shifting priorities.
