Evidence Web for Education

The Evidence Web for Education (EWE) aims to make the thoughtful and systematic use of evidence a reality in education policy and practice. It builds on the major developments in the field of knowledge mobilisation, as well as the gaps and obstacles identified in the OECD Strengthening the Impact of Education Research project. It supports evidence intermediaries* (a.k.a. knowledge brokers) in improving the quality, coherence and effectiveness of their knowledge mobilisation* strategies and improves co-ordination across them through:

• developing a structured evidence meta-portal gathering and connecting existing evidence repositories – Evidence Web

• developing a resource bank of research-based tools to support intermediaries in improving their knowledge mobilisation work – Knowledge Bridge
• offering peer learning and development activities for evidence intermediaries, to support them in improving their knowledge mobilisation strategies and building their community – Peer Learning.

The EWE programme will develop a user-friendly meta-portal that connects existing evidence repositories, addressing the current fragmentation, duplication, and lack of transparency in education evidence ecosystems. The platform will help evidence intermediaries, policy makers and practitioners rapidly find high-quality, policy- and practice-relevant research evidence.

The Evidence Web will be developed in close partnership with major evidence repositories around the world. Through a co-designed process, the platform will connect key repositories, establish common definitions, transparent and comparable evidence dimensions and thematic categories, and support navigation across diverse formats and standards. It will also draw on comparative research and user-centred design to ensure the meta-portal is practical, and tailored to the real needs of intermediaries, policy makers and practitioners.

EWE is developing an online resource bank – Knowledge Bridge – of effective knowledge mobilisation practices to support organisations and individuals working at the intersection of research, policy and practice. 

The resource bank will feature a curated set of tools, case studies, frameworks, research briefs and other resources  designed to facilitate and strengthen   the use of research in decision making. These materials will be grounded in cutting-edge international research and informed by the OECD’s own analytical work in this area.

The EWE programme supports evidence intermediaries through tailored peer-learning and development activities aimed at strengthening the quality, coherence, and impact of their knowledge mobilisation work. These opportunities foster collaborative reflection on shared challenges and build capacity based on research insights and practical experience.

All peer-learning activities will be co-designed with participants based on their current needs, and supported by expert input. Online and in-person events offer interactive deep-dives, unpacking specific aspects of knowledge mobilisation practices in education. In addition, EWE is developing a digital platform to facilitate resource sharing, idea exchange, and collaboration among evidence intermediaries of different types, across different networks and regions.
