Launched in January 2025, the OECD’s three-year project Environmental Impact Valuation and its Application in Decision Making (ENIVADE) aims to strengthen the integration of environmental impact quantification and valuation into private and public decision making. The project is led by the Environment Directorate, in collaboration with the Directorate for Science, Technology and Innovation, and the Statistics and Data Directorate, with financial support from the European Union.
ENIVADE examines existing methodologies and data sources used to quantify environmental impacts in monetary terms. Building on this assessment, the project seeks to develop recommendations and practical guidance to support policymakers, private sector actors - including large companies and small- and medium-sized enterprises (SMEs) - and other relevant organisations in mainstreaming the use of monetised environmental impacts in decision-making.
The initiative aims to fill key gaps in knowledge and practice, including:
- Establishing commonly agreed, science-based methods for quantifying and valuing environmental impacts, including the use of environmentally extended input-output modelling and value factors in decision-making contexts
- Providing guidance on reliable and accessible data sources for quantification and valuation
The project covers health and environmental impacts related to several environmental domains including emissions to air and water, land use, biodiversity, and material resources. It is structured around three modules.
