As health professionals were mobilised to play the role of first responders, health systems have sought ways to increase the number of staff available and to make the best use of their work.

Countries with high numbers of doctors and nurses may have a greater capacity to respond to the COVID-19 epidemic. In countries with fewer doctors and nurses per population, the existing workforce will be even more stretched in their attempts to address the additional demand for care arising from the epidemic.
