What is the PISA-VET assessment?

The PISA-VET assessment project supports countries in strenghtening their skills systems by developing, piloting and implementing an internationally standardised assessment of outcomes of initial VET programmes, the analysis of the results of which will enhance comparative policy insights on how to improve the relevance, quality, equity and effectiveness of initial VET programmes.‌


Invitation for Private Sector Engagement with the PISA-VET assessment

The Organisation for Economic Co-operation and Development (OECD) in partnership with Business at OECD (BIAC) invites expressions of interest (EoI) for private sector engagement with the PISA-VET assessment. Interested entities should please access the EOI document via this link. This link provides the terms and scope of the proposed in-depth engagement with private sector actors for the development and implementation of the PISA-VET assessment.

Given the essential role of business as partners and employers for VET, it is vitally important that the PISA-VET assessment initiative benefits from their involvement. The initiative is currently in its development phase and the employers’ understanding of skills needs, their expectations of VET graduates and their experiences of training VET learners will provide crucial information to help the OECD to design a relevant assessment and to ensure the validity and credibility of the assessment. We encourage businesses, industry and employers’ organisations and companies engaged in VET to take this opportunity to partner with the OECD and engage in this exciting new initiative.

PISA Vocational Education and Training (VET): Assessment and Analytical Framework


This publication presents the theory underlying the Programme for International Student Assessment (PISA) Vocational Education and Training (VET), and includes frameworks for assessing professional skills in the selected five occupational areas as well as students’ employability skills. It outlines the content knowledge that students need to acquire in each domain, the processes that students need to be able to perform, and the contexts in which this knowledge and these skills are applied.
