This report examines how legislatures can provide responsible budget oversight as countries work to restore public finances. Using data from the 2025 OECD Survey on Parliamentary Budget Oversight, it assesses whether oversight practices and institutional design support credible and disciplined fiscal governance. The analysis considers engagement with the fiscal framework, scrutiny across the budget cycle, amendment powers and the contribution of committees and analytical support. The report introduces the OECD Index on Parliaments and Fiscal Responsibility to identify strengths and areas for improvement.
