Each chapter of the OECD Youth Policy Toolkit addresses one of the five pillars of the OECD Youth Recommendation and includes a combination of the following components:
Relevance section. This section offers context on why and how young people should be supported, in line with the OECD Youth Recommendation. The section lists policy recommendations and includes an overview of relevant policies and practices.
Boxes with young people’s voices. A series of youth consultations was organised during the elaboration of the OECD Youth Policy Toolkit. Participants of OECD YOUNG (Youth Organisations’ Sounding Board for Governance) as well as members of OECD Youthwise and young people from Europe, Latin America and the Asia-Pacific region were consulted on all key areas of the OECD Youth Recommendation. Their opinions feed into the Toolkit through the boxes that can be found at the end of the relevance sections.
A list of indicators. The indicators provide links to OECD as well as non-OECD data sources on youth outcomes to better understand the topics at hand. These indicators are categorised as either youth-specific or non-youth-specific, to show the availability of targeted data.
Good practice examples. Each section contains three good practice examples drawn from international, multinational, national, and sub-national initiatives, to illustrate the diverse approaches available to countries aiming to support their youth cohort. These sections describe the good practice examples and highlight their outcomes. They also emphasise interlinkages across pillars where relevant.
