The OECD Reviews of National Statistical Systems provide an independent, evidence-based assessment of countries’ progress towards aligning their national statistical systems with the OECD Recommendation on Good Statistical Practice, the OECD legal instrument on statistics, and international statistical standards and methodologies used by the OECD. Covering OECD Members and selected non-Member countries, the OECD Reviews document good practices and provide actionable recommendations to support countries in their efforts to strengthen their legislation on statistics, policies and practices that contribute to the production and dissemination of high-quality official statistics.
This report examines the national statistical system of Kazakhstan and reviews the statistical infrastructure for official statistics (censuses, surveys, registers, classifications) as well as the quality and comparability of key statistical domains, including national accounts (annual and quarterly non-financial national accounts, government finance statistics and public sector debt statistics, financial accounts and balance sheets), environmental-economic accounts, consumer price indices and residential property price indices, infra-annual labour and labour compensation statistics, structural and demographic business statistics, international merchandise trade statistics and trade by enterprise characteristics statistics, international trade in services and balance of payments statistics, short-term economic statistics and short-term financial statistics, business tendency and consumer opinion surveys, income distribution statistics, and well-being statistics. The report highlights a number of good practices from which peers can draw inspiration and learning, and provides actionable recommendations for improvement.
At the beginning of the process, Kazakhstan submitted completed questionnaires on the various areas covered by the review. Based on this information, the team from the OECD Secretariat visited Kazakhstan to interview officials from the Bureau of National Statistics of the Republic of Kazakhstan and other producers of official statistics. The team then compiled the findings of these consultations and prepared a set of recommendations, which were then shared with the Kazakh statistical authorities prior to finalisation of the report. The OECD Statistics and Data Directorate (SDD) is responsible for developing and maintaining the methodology and analytical framework within which this review is undertaken, and it has provided analytical support throughout the process.
Part of this OECD Review assessing the legal and institutional framework for official statistics in Kazakhstan was conducted in 2023 in co-operation with the United Nations Economic Commission for Europe (UNECE), Eurostat, and the European Free Trade Association (EFTA), resulting in the joint UNECE/OECD/EUROSTAT/EFTA Global Assessment of the National Statistical System of Kazakhstan.
The review was shared for comments with the OECD Committee on Statistics and Statistical Policy (CSSP) in June 2026.
